2026年基準地価から見る不動産市場 ― 東京・大阪は上昇加速、福岡・札幌は変化の兆し― Japan’s 2026 Land Price Survey Tokyo and Osaka Accelerate While Fukuoka and Sapporo Show Signs of Moderation
― 東京・大阪は上昇加速、福岡・札幌は変化の兆し
国土交通省は2026年9月15日、2026年(令和8年)の都道府県地価調査(基準地価)を公表しました。
基準地価は、各都道府県が毎年7月1日時点の土地価格を調査するもので、地価公示とともに、不動産市場の動きを把握する重要な指標の一つです。
今回の調査では、全国平均で住宅地が前年比+1.0%、商業地が+2.9%となり、いずれも5年連続の上昇となりました。
しかし、より注目したいのは「全国的に地価が上昇している」ということだけではありません。
東京、大阪、福岡、札幌など主要都市を比較すると、地価上昇の勢いに違いが生じ始めています。
不動産市場は、全国一律の上昇局面から、都市・用途・立地によって評価が分かれる局面へと徐々に移行している可能性があります。
東京圏 ― 商業地は+8.9%、高い上昇が続く
東京圏では、
住宅地 +4.0%
商業地 +8.9%
工業地 +6.4%
となり、引き続き高い地価上昇が確認されました。
特に東京都区部では、住宅地+8.7%、商業地+13.3%と、東京圏平均をさらに上回る上昇となっています。
都心部では港区の住宅地が+16.3%、新宿区+13.5%、文京区+13.8%、台東区+15.6%など、二桁上昇となるエリアも少なくありません。
商業地でも、台東区+19.6%、文京区+16.6%、北区・荒川区+16.9%など、都心中心部だけではなく、その周辺へ地価上昇が広がっていることが分かります。
東京の不動産市場では、都心の希少性に加え、住宅・ホテル・オフィス・商業など複数の用途から土地需要が生じています。
一方、地価上昇が続けば、不動産価格だけでなく取得コストや開発コストも上昇します。
「東京だから上がる」という単純な見方ではなく、取得価格と将来収益のバランスをより慎重に判断する必要がある局面でもあります。
大阪・関西圏 ― 大阪市の上昇がさらに鮮明に
大阪圏では、
住宅地 +2.3%
商業地 +6.8%
工業地 +7.4%
となりました。
特に大阪市は、
住宅地 +6.7%
商業地 +12.3%
と、大阪圏全体を大きく上回っています。
大阪市内を細かく見ると、住宅地では天王寺区+10.7%、中央区+9.6%、福島区+9.3%、都島区+9.0%。
商業地では西区+18.7%、福島区+16.8%、北区+15.6%、中央区+15.0%となっています。
大阪市中心部では、住宅需要だけでなく、ホテル・商業・オフィス・投資用不動産など複数の需要が土地価格を支えていると考えられます。
また、北摂エリアでも動きが見られます。
住宅地では吹田市+5.0%、茨木市+5.0%、高槻市+4.5%、豊中市+4.3%、箕面市+4.1%。
大阪市中心部だけでなく、交通利便性や居住環境に優れた周辺都市にも一定の需要が続いていることが確認できます。
京都市では住宅地+2.8%、商業地+8.5%、神戸市では住宅地+3.3%、商業地+6.3%となりました。
関西圏の中でも、都市・エリアによって地価上昇の強さには差が生じています。
福岡 ― 高い上昇率を維持しながら、上昇ペースは鈍化
福岡市は、
住宅地 +5.5%
商業地 +8.1%
と、依然として全国でも高い水準の地価上昇が続いています。
ただし前年は住宅地+7.2%、商業地+10.2%でした。
つまり、地価は引き続き上昇しているものの、その上昇ペースはやや落ち着いてきています。
区別に見ると、住宅地では早良区+6.7%、城南区+6.4%、西区+6.2%、中央区+6.0%。
商業地では西区+10.3%、早良区+10.1%、博多区+8.5%など、高い上昇率を維持しているエリアもあります。
福岡市は人口集積や都市開発などを背景として不動産需要の強い都市ですが、これまでの地価上昇によって価格水準そのものが高くなっていることも考慮する必要があります。
今後は「福岡市」という大きな括りではなく、区・駅・用途ごとの収益性や需要をより細かく見ることが重要になりそうです。
札幌 ― 上昇は継続するものの、市場は落ち着く方向へ
札幌市では、
住宅地 +0.7%
商業地 +5.0%
となりました。
前年は住宅地+1.4%、商業地+5.5%だったため、福岡と同様に上昇幅は縮小しています。
札幌市中央区では住宅地+1.5%、商業地+8.0%と比較的高い上昇が続く一方、清田区の住宅地は△0.3%となるなど、市内でも差が見られます。
札幌についても、「札幌市全体」という見方より、中心部・駅徒歩圏・郊外など、立地による選別がより重要になっていると考えられます。
一方、北海道では千歳市の動きも注目されています。
半導体関連企業の進出などを背景に、住宅、事務所、ホテル、店舗、物流施設などの土地需要が続いており、札幌とは異なる成長要因による地価上昇が見られます。
地価上昇=不動産価格がすべて上がる、ではない
今回の基準地価を見ると、日本の主要都市では引き続き地価上昇が続いています。
しかし、不動産所有者や投資家にとって重要なのは、平均上昇率だけを見ることではありません。
同じ都市の中でも、
・駅からの距離
・用途
・築年数
・建物の収益性
・再開発の有無
・将来的な人口動態
・建築費
・金融機関の融資姿勢
などによって、不動産の評価は大きく変わります。
さらに、現在は金利上昇という、これまでとは異なる要素も加わっています。
地価が上昇していても、借入金利の上昇によって投資家が求める利回りが変化すれば、収益不動産の価格形成には別の影響が生じます。
これから重要になる「都市」ではなく「物件」を見る視点
2026年の基準地価から見えてくるのは、東京・大阪を中心として地価上昇が続く一方、これまで高い成長を続けてきた福岡・札幌では上昇ペースに変化が見られることです。
これは必ずしも市場の弱さを意味するものではありません。
むしろ、不動産市場が次の段階に入りつつあると考えることもできます。
これから不動産を購入する場合も、売却する場合も、「地価が上がっているか、下がっているか」という一つの数字だけで判断するのではなく、
その不動産がどのような需要に支えられているのか。
現在の価格が、その収益性や将来性に対して妥当なのか。
こうした視点が、これまで以上に重要になってくるのではないでしょうか。

Tokyo and Osaka Accelerate While Fukuoka and Sapporo Show Signs of Moderation
On September 15, 2026, Japan’s Ministry of Land, Infrastructure, Transport and Tourism released the results of the 2026 Prefectural Land Price Survey, based on land values as of July 1.
Nationwide, residential land prices increased by 1.0% year-on-year, while commercial land prices rose by 2.9%.
Both categories have now recorded increases for five consecutive years.
However, the more interesting point is not simply that land prices continue to rise.
Looking across Tokyo, Osaka, Fukuoka and Sapporo, differences in the pace of land price growth are becoming increasingly visible.
Japan’s real estate market may gradually be moving from a broad-based recovery toward a market where location, asset type and individual property fundamentals matter even more.
Tokyo Metropolitan Area — Commercial Land Up 8.9%
In the Tokyo metropolitan area, land prices increased by:
Residential: +4.0%
Commercial: +8.9%
Industrial: +6.4%
Tokyo’s 23 wards recorded even stronger growth, with residential land increasing by 8.7% and commercial land by 13.3%.
Strong demand continues to be supported by the scarcity of central Tokyo real estate and demand from multiple sectors, including residential, office, hotel and commercial development.
However, rising land values also mean higher acquisition and development costs.
For investors, the key question is therefore no longer simply whether Tokyo real estate prices will continue to rise, but whether the income potential and long-term value of an individual asset justify its acquisition price.
Osaka and the Kansai Region — Osaka City Continues to Stand Out
In the Osaka metropolitan area, land prices increased by:
Residential: +2.3%
Commercial: +6.8%
Industrial: +7.4%
Osaka City significantly outperformed the wider metropolitan area.
Residential land prices increased by 6.7%, while commercial land prices rose by 12.3%.
Demand in central Osaka continues to be supported by a combination of residential, hotel, office, retail and investment demand.
The strength is not limited to central Osaka.
Residential land prices also continued to rise in major northern Osaka cities, including Suita, Ibaraki, Takatsuki, Toyonaka and Minoh.
Kyoto City and Kobe City also recorded continued increases, although the pace differed by city and property type.
The data therefore suggests that even within the Kansai region, location selection is becoming increasingly important.
Fukuoka — Strong Growth Continues, but at a Slower Pace
Fukuoka City recorded:
Residential: +5.5%
Commercial: +8.1%
These remain strong increases by national standards.
However, the pace has moderated compared with the previous year.
Fukuoka continues to benefit from population concentration, redevelopment and strong real estate demand.
At the same time, after several years of significant price appreciation, investors increasingly need to consider whether current acquisition prices remain supported by rental income, financing conditions and future demand.
Rather than evaluating “Fukuoka” as a single market, differences between individual wards, stations and asset types are becoming increasingly important.
Sapporo — Prices Continue to Rise, but Growth Is Moderating
Sapporo City recorded:
Residential: +0.7%
Commercial: +5.0%
Land prices therefore remain on an upward trend, although the pace of residential growth in particular has moderated.
Differences within the city are also becoming more apparent.
Central locations continue to attract demand, while some suburban areas are showing much more limited growth.
Elsewhere in Hokkaido, Chitose continues to attract attention due to semiconductor-related investment and demand for housing, offices, hotels, retail and logistics facilities.
Rising Land Prices Do Not Mean Every Property Will Rise in Value
The 2026 survey confirms that land prices continue to rise across many of Japan’s major cities.
However, average land price growth alone does not determine the value of an individual investment property.
Factors such as:
location and distance from stations,
property use,
building age and condition,
rental income,
redevelopment potential,
demographic trends,
construction costs, and
financing conditions
can significantly affect investment value.
Interest rates are also becoming increasingly important.
Even when underlying land values are rising, higher borrowing costs can affect the yields required by investors and therefore influence the pricing of income-producing properties.
From “Which City?” to “Which Property?”
One of the key messages from the 2026 land price survey is that Tokyo and Osaka continue to show strong momentum, while Fukuoka and Sapporo remain on an upward trend but are showing signs of moderation.
This does not necessarily indicate weakness.
Rather, it may suggest that Japan’s real estate market is entering a more selective phase.
For both buyers and sellers, it is becoming increasingly important to look beyond headline land price movements and consider two fundamental questions:
What kind of underlying demand supports this particular property?
Is its current price justified by its income potential and long-term prospects?
